Nice shot, but the building itself has a sort of disquieting "authoritarian architectural" feel to it --like there is some message hidden in the facade. Although the design is completely different, the feel of it reminds me of a building in Austin that is designed to look like an Owl.

Such magnificent architecture rising majestically into that sky; wow, great subject. From the angle taken, the composition tells me that the building is somewhat tilted. It must sit on a steep hill, yes?

@Anthony: Dear Anthony,

I have lived here in the past 10 years and completed my higher education in American institutions, so language is not an issue!

If I understand you correctly, you want to know how this picture was taken; Ok then here we go:
I park my car across the street from where this building was standing, placed my camera on a bean-bag (rice bag in this case) and pointed it toward the tower and framed it the way you see. I later processed the image in photoshop and tilted the image slightly to the left, fixed the level and added some curves for better contrsat, that's all it took.
